Community management does not equate to participation: fostering community participation in rural water supplies

Abstract Community management has remained the dominant paradigm for managing rural water supplies in sub-Saharan Africa. There is a widespread perception that community participation principles are inherently embedded model. In this paper, we analyze how an international nongovernmental organization engages communities their projects, and ways which members able to participate governance of supplies. Qualitative data were collected 18 study – six each Ghana, Kenya, Zambia through interviews, focus group discussions, participatory mapping with committee members. We argue does not lead broader participation, but rather fostering requires intentionality. recommend implementers use collaborative planning processes explicitly engage intra-community diversity inequalities order facilitate opportunity all meaningfully decision-making. Collaborative diverse groups will also allow realize rights transparency accountability once structures place.
